Your customers already message you on WhatsApp. The question is what it costs to answer them with a bot, and the answer changed on 1 October 2026, when Meta started charging for service replies that used to cost nothing.

This guide breaks down WhatsApp chatbot development cost in 2026: Meta’s per-message fees, what platforms like Wati, AiSensy and Interakt add, what AI replies cost, and when a custom build makes sense. Every rate below links to its source, and our own build figures are labelled as estimates.

Key takeaways

  • Meta charges per delivered message, by category and country. Since 1 October 2026, service replies in India cost ₹0.115 each after the first 1,000 a month per number (Meta, WhatsApp FAQ).
  • A WhatsApp AI chatbot has five cost layers: Meta fees, a platform or BSP fee, the AI layer, the build, and ongoing upkeep.
  • Off-the-shelf platforms are the cheapest start for simple flows. Custom builds pay off when the bot must act inside your own systems.
  • Meta’s own Business Agent is billed per token, so compare it with running your own model before you choose.

The five cost layers of a WhatsApp AI chatbot

Most quotes show one or two of these. Budget for all five:

  1. Meta message fees: paid per delivered message on the WhatsApp Business Platform.
  2. Platform or BSP fee: a monthly plan, a markup on each message, or both, if you use a Business Solution Provider.
  3. AI layer: tokens from your own model provider, or Meta’s per-token Business Agent charge.
  4. Build and integration: conversation design, answers grounded in your data, links to your CRM or order system, and hand-off to a human.
  5. Run and improve: monitoring, template approvals, content updates and fixes when customers ask new things.

Meta’s message fees after 1 October 2026

Meta bills four categories: marketing, utility, authentication and service. Template messages (marketing, utility, authentication) can be sent any time. Service messages are free-form replies inside the 24-hour customer service window that opens when a customer messages you. According to Meta’s non-template pricing page, those service replies have been charged since 1 October 2026, after being free since November 2024. Utility templates sent inside an open window are also charged again from that date.

Two allowances still help. The WhatsApp Business FAQ says the first 1,000 service messages per business phone number each month are free. And when a customer reaches you through a Click to WhatsApp ad or a Facebook Page call-to-action, Meta’s free entry point window makes messages free for 72 hours.

These are Meta’s own rates. Mint notes that BSP fees and taxes come on top, which is where platform pricing comes in.

A worked monthly example

Say a business answers 20,000 service messages a month on one number and sends 5,000 marketing templates, all to Indian numbers. Using Meta’s rates above, that is our arithmetic, not a quote:

  • Service: (20,000 − 1,000) × ₹0.115 = ₹2,185
  • Marketing: 5,000 × ₹0.8631 = ₹4,315.50
  • Meta fees total: about ₹6,500 a month, before tax and any BSP markup

Send the same volume to UAE numbers and the service line alone becomes 19,000 × ₹1.1509, about ₹21,867. Country mix matters more than most teams expect, so model it before you launch a Gulf campaign.

Platform, Meta Business Agent or custom build?

There are three common routes. Prices below are from each vendor’s pricing page on 27 October 2026.

RouteWhat you payBest forWatch out for
BSP platform (Wati, AiSensy, Interakt)Monthly plan plus marked-up message credits. Wati Growth is ₹2,699/month billed quarterly; Interakt Growth is ₹2,799/month; AiSensy lists marketing credits at ₹1.09 and service at ₹0.145 per message in IndiaBroadcasts, simple flows, small teamsPer-message markup over Meta’s rate; limited custom logic
Meta Business Agent$2.00 per 1M input or output tokens since 1 August 2026. Meta’s examples put a simple four-message chat at about 16 to 20 US centsFast start without running your own modelToken costs add up on long chats; not free in the free entry point window
Custom build on the Cloud APIMeta fees, your own AI tokens and hosting, plus a one-time buildBots that check orders, book slots or update your CRMUpfront build and ongoing upkeep
Vendor prices exclude tax and can change; check the linked page before you buy.

BSPs also sell AI add-ons. AiSensy, for example, lists an AI agent at ₹1,350 a month including 1,000 AI messages, and a chatbot flow builder at ₹2,500 a month. That suits FAQ-style bots. It gets harder when the bot must read live stock, raise a refund or follow your own business rules.

If you run your own model, token cost depends on the model and on how long your prompts and retrieved documents are. Check the OpenAI API pricing page or your provider’s page, and see how we estimated token costs in our e-commerce chatbot guide.

What the build itself costs

Build effort depends on scope, not on WhatsApp itself. These are Eoxys planning estimates, not fixed quotes:

ScopeTypical contentsEstimated effort
Rule-based flow botMenus, FAQs, lead capture on a BSP flow builderA few days to two weeks
AI FAQ botAnswers from your documents (RAG), human hand-off3 to 6 weeks
AI agent with actionsOrder status, bookings, CRM or ERP updates, analytics200 to 400+ hours
Estimates only. The last row matches the range in our AI agent cost guide, which is based on public rate benchmarks.

Three things push cost up: each extra system the bot connects to, support for several languages, and approval-heavy flows such as payments or medical questions. Plan for human hand-off from day one. A bot that cannot pass a frustrated customer to a person costs more in lost trust than it saves.

Need the bot inside your own app too? The same AI back end can serve WhatsApp, your website and a mobile app, which spreads the build cost across channels. If you also take calls, our AI voice agent cost guide covers the phone side.

FAQ

How much does a WhatsApp chatbot cost in India?

There are three parts. Meta charges ₹0.115 per service or utility message and ₹0.8631 per marketing message, excluding tax, and the first 1,000 service messages a month per number are free. Platforms add a plan or a markup; Wati starts at ₹2,699 a month. A custom AI build is a one-time cost on top, which we estimate from a few days for simple flows to 200 to 400+ hours for an agent that takes actions.

Do I need the WhatsApp Business API for a chatbot?

Yes, for any automated bot at scale. The WhatsApp Business app is meant for manual replies. A chatbot runs on the WhatsApp Business Platform (Cloud API), either directly through Meta, which the WhatsApp FAQ says has no extra access fee, or through a Business Solution Provider that may charge its own fees.

Are WhatsApp service messages free in 2026?

Not fully. From 1 October 2026 Meta charges for service messages after the first 1,000 per business phone number each month. Messages inside a 72-hour free entry point window, opened from a Click to WhatsApp ad or Page call-to-action, stay free. Meta Business Agent tokens are charged even inside that window.

Should I use a BSP like Wati or build a custom WhatsApp bot?

Use a BSP if you mainly need broadcasts, menus and FAQ answers. Build custom if the bot must work inside your systems, such as checking orders, booking slots or updating your CRM, or if message volume is high enough that per-message markups add up. Many businesses start on a BSP and move the AI logic to a custom back end later.
